Bill Rammell

Chair
Bill Rammell was the first person in his family to go to University, developing a real personal commitment to the capacity of Higher Education to transform lives. Bill studied French at Cardiff University. At the end of Bill’s course he was elected President of Cardiff University Students’ Union. Bill was elected as a Labour Councillor in Harlow in 1985, becoming Chair of the ruling Labour Group. In 1997 Bill was elected as Labour MP for Harlow. Bill went on to serve as a senior minister at the Foreign Office, the MOD and as Higher Education Minister. After losing his seat in Harlow in 2010 in 2011 Bill became Deputy Vice Chancellor at Plymouth University (Internationalisation and the Student Experience) and in 2012 Bill became Vice Chancellor of the University of Bedfordshire, serving successfully as Vice Chancellor for 8 years. Whilst Vice Chancellor Bill also served as an elected member of the Universities UK Board, and as Chair of Million Plus (The Coalition of modern universities). From 2021 to 2021 Bill served a term as President of the University of Kurdistan Hewler, based in Iraqi Kurdistan. Since September 2022 Bill has worked as President of Zoom Abroad an innovative EdTech Company specialising in international student recruitment and partnerships. Bill is also now a trustee on the Board of Harlow Health Centres Trust

Byron Jones

Trustee
Byron was appointed as a Trustee in April 2012 and has been asked to strengthen the Trust’s Strategic Plan and Governance. He joined the Trust after taking early retirement from GlaxoSmithKline, a major employer in Harlow, Essex and Hertfordshire, after 35 years in the Pharmaceutical industry. He was involved with Global Manufacturing, Supply Chain, Strategic planning and Leadership development. Byron lives in Hertford and is also a Director of a Golf Club and a Leadership consultant working with several multinational companies.

Jane Greer

Trustee
Jane joined Harlow Health Centres Trust (HHCT) as a Trustee in 2023. A local resident, Jane had a long career in the public Sector in Harlow and was closely involved in the local community. Since retiring in 2023 Jane has worked within the charity sector in both a national and local capacity. Jane has a keen interest in partnership working, to achieve the best outcomes for people, and is delighted to have been offered the opportunity to join the Board of Trustees at HHCT.

Jill Rowlinson

Trustee
Jill has been a Trustee since 2022 and is currently Chair of the Finance & Audit Committee. She is Chief Executive of the Cameron Fund, a benevolent charity for GPs and previously worked in local government. She is a governance professional who has worked in the private, public and charitable sectors. Jill lives in Ware with her family. She is also a Trustee of St Clare Hospice in Harlow.

Pat Larkin

Trustee
Pat became a Trustee in December 1999. She came to Harlow in 1963 and her two daughters were born and grew up here. She has a background in education as a teacher and as a governor on various Harlow schools. She has taken an active part in the community in many organisations, including a term as a District Councillor. Since her retirement she has been a volunteer with the CAB, the Playhouse and the Council’s environmental Green Team. She continues to volunteer with Essex Home Library Service and the Gibberd Garden.

Tony Evans

Trustee
Tony was appointed as a Trustee in February 2020. He is a retired IT Programme Manager with a broad range of experience in large and small companies and in consultancy, covering a variety of industry sectors. He has a background in Physics and research in x-ray astronomy. Tony went to school in Harlow and has lived in the town since 1977. He has been involved in a range of activities in Harlow and Essex for many years, including a term as a District Councillor. He is currently a Trustee and Treasurer of the Gibberd Garden Trust and Chair of the Harlow Civic Society.

Tracy Manzi

Trustee
Tracy joined as a Trustee in 2022 after retiring from the NHS as an Assistant Director at West Essex Primary Care Trust where she utilised her skills and knowledge of commissioning and contracting along with a keen interest and understanding of NHS estate. Her areas of expertise include healthcare leadership, strategic development, project delivery, negotiation and dispute resolution and budget management. Tracy has built strong relationships within Harlow and more widely in Essex and is passionate about ensuring the local community is involved the development of their infrastructure and services. She has a positive, innovative, and collaborative approach and is pleased to have the opportunity to continue to work and contribute to the area where the last 15 years of her career were spent.
